patch 9.2.1249: filetype: Intel ISPC files are not recognized

Problem:  filetype: Intel Implicit SPMD Program Compiler files are not
          recognized
Solution: Detect *.ispc and *.isph files as ispc filetype
          (Mao-Yining)
