Bump Playwright to 1.63 for Ubuntu 26.04 runners (#6861)

GitHub is migrating the ubuntu-latest runner label to Ubuntu 26.04
between Oct 19 and Nov 19, 2026. Playwright releases before 1.61 do not
recognize Ubuntu 26.04, so `playwright install chromium --with-deps`
in the UI e2e job fails with "Playwright does not support
chromium-headless-shell on ubuntu26.04".
