* fix(subagents): settle completed runs with retained routing context

Use the existing live execution predicate in both stale-run sweep guards so retained routing metadata cannot keep a completed child running. Preserve queued and active execution ownership, and leave completion delivery with its existing owner.

Prove claim protection, terminal recovery, and one delivery across restart with the real registry and SQLite session store. Refs #155707.
