Add Samples/WinUIGallery submodule on winui3/main (#11304)

Adds the Samples/WinUIGallery submodule (github.com/microsoft/WinUI-Gallery)
pinned at 29f62479d5c046a0b854a5868e5a7cd484572d87, plus the root .gitmodules.

This makes winui3/main carry the submodule so the source-mirror pipeline's
RestorePaths step (git checkout --) can restore it each mirror cycle instead of
deleting it. Paired with a lift-repo PR adding Samples/WinUIGallery to
WinUISourceMirroringRestorePaths.txt.
