CI: lint-quick: ignore deepwiki.com 429

deepwiki.com now answers non-browser clients with a Vercel bot
challenge that returns 429, so the README's DeepWiki badge has failed
every lint-quick run since 2026-09-28. GitHub's image proxy still
fetches the badge, so readers see it.
