Stop passing [-ntp](https://maven.apache.org/docs/3.6.1/release-notes.html#user-visible-changes) now that it [is the default for GitHub Actions](https://github.com/actions/setup-java/pull/1053).

The default changed [in time for `actions/setup-java` release 5.5.0](https://github.com/actions/setup-java/commit/6c4d4a5025dca6ad7cc86c839fadbcb66762ed3b). We are [on 5.6.0](https://github.com/google/guava/blob/ad1aebcf6df97a3e7b1965e8b58746228f150233/.github/workflows/ci.yml#L44).
