Alexander Musman 22fde19403 [dev.simd] simd: add missing ARM64 NEON 8-bit ConcatAddPairs intrinsics
The 8-bit variants (Int8x16/Uint8x16) were unintentionally missed when
ConcatAddPairs was added in CL 781843. NEON's VADDP supports the 16B
arrangement.

Relax element-size constraint to 8|16|32: amd64 is unaffected, while
arm64 gets the native VADDP.16B lowering.
