test: run fullscreen specs serially (#54549)

The `iframe using HTML fullscreen API while window is OS-fullscreened`
block in chromium.spec.ts and the macOS `fullscreen state` block in
api-browser-window.spec.ts move windows in and out of OS fullscreen.
Under the parallel runner two of these transitions can overlap on
macOS and one never finishes, timing out the test. Tag both blocks
serial.
