ci(renovate): remove pr hourly limit and tidy config (#13590)

`config:recommended` no longer extends `:prHourlyLimit2`, so ignoring
that preset stopped doing anything once the 2-per-hour limit became
Renovate's built-in `prHourlyLimit` default. Extend `:prHourlyLimitNone`
instead so the limit is actually lifted.

Drop `branchPrefixOld` since no `renovate-` branches remain to migrate,
make the traefik `matchPackageNames` an array as the schema expects, and
rename `.renovaterc` to `.renovaterc.json` so editors apply JSON syntax
highlighting.
