As with single-threaded tests, near-zero value is gained from running these, and
we need to cut run times on these platforms.

There's almost zero value in running these across architectures as long as
there's coverage for every OS. For most CI platforms, we do it because we might
as well with the capacity we have, but our aarch64-openbsd and riscv64-linux
machines are not quite beefy enough that we can afford to waste valuable CI time
on these tests.

Alex Rønne Petersen 77e87f4e05 ci: switch s390x-linux mcpu from z15 to baseline 
This was the only CI platform that was using a non-baseline mcpu. I originally
made this change thinking it made the CI runs faster, but I only later realized
that the s390x VM hosts are badly oversubscribed, so the few runs I did aren't
really useful data points. Also looking at the actual ISA features added between
baseline (z13) and z15, they seem almost entirely irrelevant for a codebase like
the Zig compiler.

Andrew Kelley a06534d73a compiler: eliminate ZIG_DEBUG_MAKER 
Just use ZIG_DEBUG_CMD the same as the other jit commands. Originally
this was working around a CI issue but that is no longer the case.
ZIG_DEBUG_MAKER is a new env var that didn't make it to any release tag
yet. Let's revert it to keep number of env vars more minimal.

Andrew Kelley d4b7050555 cmake: remove --zig-lib-dir arg from zig build 
This demonstrates one of the downsides of the approach in this branch:
since `zig build` CLI is intentionally unaware of the command line
parsing that will be done by the child process, it cannot obtain zig lib
dir override from the command line even as it needs that information in
order to build the subcommand.

Consequently, zig lib dir has to be passed via env var. CMake does not
provide a way to do this. So instead we rely on Zig's automatic lookup
functionality.

This could be mitigated by adding CLI arg parsing that happens *before*
the subcommand. I find this kind of special case to be awkward and
unpleasant however. I think it's better to simply remove the ability to
pass `--zig-lib-dir` to `zig build`.

Andrew Kelley 3109e77474 Revert "CI: skip test-incremental on freebsd" 
This reverts commit aeec09ebb6.

The actual tracking issue is #31520 but the problem is originating
inside Clang, making it difficult to selectively disable test coverage
or even troubleshoot the issue.

Furthermore it has been observed, albeit rarely, in any Zig process
execution that involves invoking Clang.

I apologize for the noise.
