* agentHost: add windowed delivery and TCP forwarding

Adopt the merged AHP 1.1 contract with reusable channel delivery and transport-local TCP streams. Preserve exact wire-size accounting, bounded buffering, half-close semantics, and authenticated host ownership without migrating existing state subscriptions.
