Clean up several obsolete or low-hanging TODO(bmeurer) comments across
the codebase:
- Remove obsolete C++11 migration comment on TRACED_FORRANGE in
testing/gtest-support.h.
- Remove stale comment and unused type_matcher_ field from
IsSpeculativeBinopMatcher in node-test-utils.cc.
- Remove resolved Object.create cache comment in JSObject::ObjectCreate
(handled via PrototypeInfo::ObjectCreateMap in Map::GetObjectCreateMap).
- Remove obsolete template-merging comments on VisitWord32Shift and
VisitWord64Shift in instruction-selector-x64.cc.
- Tighten kStringLength and kStringWrapperLength input UseInfo to
UseInfo::TaggedPointer() in SimplifiedLowering.
- Re-enable the JSTypedArray elements CHECK in VerifyJSObjectElements.
- Use MaybeDirectHandle<AllocationSite> in Runtime_NewArray.
