Clemens Backes 7a948da961 [owners] Remove inactive core owner accounts

This CL removes various owner accounts from core V8 OWNERS and
COMMON_OWNERS files that have been inactive (no commits and no reviews)
for more than a year.

The following directories have been explicitly ignored:
- infra/playground/
- tools/clang/
- tools/win/

In addition, microsoft and loongson email addresses are
retained/skipped.
