A new VM state `IDLE_EXTERNAL` was added in https://crrev.com/c/6714365,
but inserted in the middle of `StateTag` enum instead of appended
to the end. Because the numeric value of `StateTag` is written into tick
events in V8 log and used to attribute time, inserting a value mid-enum
shifted all subsequent state codes (LOGGING changed from 9->10).
This CL moves `IDLE_EXTERNAL` to the end of the enum to restore previous
numeric codes for existing states. This is a minimal change that
re-establishes compatibility for current and historical logs.

In the linux tickprocessor, allow finding symbols for system libraries
that were installed with `libfoo-dbgsym`, by reading off the build-id
from the library and looking for a debug file in /usr/lib/debug
This is particularly useful for libc, by installing
sudo apt install libc6-dbg

The tickprocessor and the system anaylzer do not handle the case well
where an SFI is allocated over an existing code object.
Previously we broke the existing code entries that caused subtle
flaky failures.

- Remove no-longer used code-delete events (we don't emit them anymore
since a long time)

Reduce the dispatching overhead in the hottest loop when parsing log-lines.
- Using a JSMap we can avoid internalizing strings
- Preprocess the dispatch table and only have varArgs or functions as
parsers
- string[] seems to be slightly faster than string.charAt()
