* fastc: compile loom2v projects with the real builtin runtime

* fastc: include native ioctl declarations

* fastc: fix repeated self-host compiler builds

* fastc: fix closure ownership and native link caching

Release proven local capturing callbacks through lexical deferred cleanup.
Keep the runtime destroy hook reachable and pass pointer map keys by address.
Preserve blank-import native inputs and binary artifacts with unknown side effects.
Disable cached executable links for every native source or binary input.
Add runtime regressions for closure lifetime, native registration, and artifact replacement.
