* Point test fixtures at hf-internal-testing copies we already host

For 13 of those assets the identical bytes are already stored in
hf-internal-testing, so no copy is needed - only the URL changes:

  - 12 COCO val2017 images -> hf-internal-testing/fixtures-coco
  - bcn_weather.mp3        -> hf-internal-testing/dummy-audio-samples

* Mirror the last two COCO test images into hf-internal-testing

* more copies

* More mirroring

* Mirror audiobox.mp4 out of eustlb/dummy-video-dataset

* Load test images through load_test_image instead of fetching them directly

* Route chat-template urls and multi-line image fetches through the cache helpers

* Drop a dead commented-out image load in the llava test

* remove useless if

* make style

* Wrap the remaining pre-cached urls, keyed on the pre-fetch list
