Scheduled runs in the GitHub Actions CI workflow pass `--cache_test_results=no` across all 12 matrix jobs to re-run the full test suite without cached test results. Running that uncached 12-job wave every hour creates recurring contention on the remote execution pool. Change the `schedule` cron expression from `0 * * * *` to `17 */4 * * *` so scheduled test runs execute every 4 hours, and offset the trigger to minute 17 to avoid top-of-the-hour cron traffic spikes.
