Robin MalfaitandPhilipp Spiess 1c50b5c16c Prepare v4.0.16 release (#17372)
Prepare the 4.0.16 release.

~~Also added a commit to mark the `--value('…')` and `--modifier('…')`
with literals strings as an experimental feature (aka not shipped in
this PR). But we can revert that commit if we still want to ship it in
4.0.16 instead of 4.1.~~

**Please ask first before starting work on any significant new
features.**

It's never a fun experience to have your pull request declined after
investing a lot of time and effort into a new feature. To avoid this
from happening, we request that contributors create an issue to first
discuss any significant new features. This includes things like adding
new utilities, creating new at-rules, or adding new component examples
to the documentation.

Closes #17259

This PR now also updates the MacOS x64 build to use `bun-baseline`,
meaning all x64 builds now use baseline for the improved hardware
compatibility.

Noticed that there was a second place pulling in the lightningcss
version numbers that wasn't covered by the previous upgrade PR.
Thankfully the APIs of the node bindings are still compatible.

To avoid this mistake in the future I also exported these sub-packages
as a workspace dependency so all the version strings appear right next
to each other.

This PR ensures we bundle the relevant JS APIs in the Standalone CLI

Before, when loading plugins or configs, imports for those resources
would fail.

Robin Malfait f0141084c2 Pin exact versions of tailwindcss and @tailwindcss/* (#16623)
This PR fixes an issue where installing a specific version of
`@tailwindcss/postcss` and `tailwindcss` could still result in a version
mismatch. This is because we were relying on `^4.0.6` for example
instead of `4.0.6`.

This PR now pins all these versions to prevent this:
```
❯ pnpm why tailwindcss
devDependencies:
@tailwindcss/postcss 4.0.5
├─┬ @tailwindcss/node 4.0.6
│ └── tailwindcss 4.0.6
└── tailwindcss 4.0.5
```

Philipp Spiess 1e949af9a1 Standalone: Use bun baseline builds for Linux (#16244)
Closes #15181

This PR changes the Standalone builds to use bun baseline instead. This
compiles to a reduced instruction set and should work around the
compatibility issues experienced across older server hardware.

## Test plan

See
https://github.com/tailwindlabs/tailwindcss/issues/15181#issuecomment-2634621266

Also tested it with the repor from @npezza93 and it now works locally as
well with a Docker build.
