Tosone ce781cdff7 feat(web): manage user status and role in settings ...

- right align the namespace count and status columns, and rename the
  namespace header to "Namespace count"
- render last login and created at with RelativeTime
- replace the inline update button with a centered three-dot menu whose
  Deactive action calls PUT /users/{id} to deactivate the user
- drop the status field from the update dialog, disable the role select
  for the signed in user, and omit role/status when updating self

Verification:
- web: `npx tsc --noEmit`, `npx oxlint`, `npx vite build`
