Tosone d2f02d1db4 refactor(api): rename user status inactive to deactive ...

Rename the UserStatus enum value Inactive to Deactive, regenerate the
go-enum output, update the CLI test expectation and sync the generated
swagger enum and x-enum-varnames.

Verification:
- go build -tags "netgo,timetzdata,exclude_graphdriver_btrfs,containers_image_openpgp" ./...
- go test -tags "..." ./cmd/cli/... ./pkg/server/validators/...
