Tosone 8bee9b9b8c fix(builders): serve the stored log of stopped runs ...

The runner log endpoint returned the stored log only for succeeded and failed
runs, so a stopped build showed an empty log. Serve it for stopped runs too:
the build coordinator stores the log regardless of how the run ended.

Verification:
- go build -tags "netgo,timetzdata,exclude_graphdriver_btrfs,containers_image_openpgp" ./pkg/server/handlers/builders/... ./pkg/service/builders/...
- CI_DATABASE_TYPE=turso go test -parallel 1 -tags "netgo,timetzdata,exclude_graphdriver_btrfs,containers_image_openpgp" ./pkg/service/builders/...
