Joe Birr-Pixton 9c4e538713 Remove version selection builder API ...

This comes with a variety of knock-on API changes:

- ECH selection now hangs off the first client builder state (verifier configuration)
  and checks the provider is suitable (TLS1.3 and not TLS1.2) at the end.
- All builder construction is fallible, and errors are delayed to the end of the process.
