Summary
--

This PR fixes the issue revealed in the 0.17.1 release today, where uv
defaulted to Python 3.15,
despite pyyaml not having any wheels available, causing the job to fail
because we use `--no-build`:

We now pin 3.13, matching our docs build CI:
