Alex Waygood 63b423619c Update Go to 1.27.3 (#29552) ...

The [eMudhra incident](https://emudhra.we-have-a-problem.com/)
compromised intermediate CA keys that could be used to impersonate HTTPS
sites. Go 1.27.3 rejects certificate chains containing the corresponding
intermediate public keys.

Update the Go version used by the ShellCheck CI job to 1.27.3. The job
uses Go to download and run go-shellcheck.
