Zsolt Dollenstein 43b4bedd93 [ty] Restore ecosystem workflow timeouts (#28610) ...

The 32-core GitHub runners are now available, so restore the timeouts
from before #28574: 5 minutes for analyzer builds, 10 for shards, 20 for
memory reports, and 40 for the weekly ecosystem report.

Recent
[analyzer](https://github.com/astral-sh/ruff/actions/runs/34960413558)
and
[memory-report](https://github.com/astral-sh/ruff/actions/runs/34959160499)
jobs fit within these limits. The weekly report has not yet run on the
new runners.
