Nobuyoshi Nakada ceacc1eb50 [ruby/io-console] Make win32_vk generator portable to cmd.exe 
Avoid shell single quotes and Ruby command-line globals in the
generator. Keep the fallback definition in the gperf input so the same
recipe works under both POSIX shells and cmd.exe.
