Hiroshi SHIBATAandClaude Fable 5 ea376b8b3b Retry transient network errors in notes-github-pr.rb 
The Post-push hook died with Errno::ECONNRESET while fetching
email.yml before doing any work, failing the whole job. Retry
connection-level failures with backoff for both the email.yml
fetch and GitHub API calls.

Takashi Kokubun d29b1435cd Stop cloning the repository into another path 
which seems to prevent it from fetching notes when the path is not the
actual repository but a shallow-cloned repository.
