Hiroshi SHIBATAandClaude Opus 5.5 c6c27d0320 Promote the Windows binary package when publishing a release 
draft-release in ruby/actions stages an mswin binary zip next to the draft tarballs, but nothing promotes it to pub/ruby/binaries, so each release has needed a manual publish-binaries run. Dispatch it alongside the other post-release hooks.

Hiroshi SHIBATAandClaude Opus 5.5 d5739e29c4 Add a Windows CI job built with GNU make 
It builds GNU make with win32/install-gnumake.cmd, configures with `--with-gnu-make` and runs `make check`.  The job does not fail the workflow while the GNU make build is experimental.

Haiku has its own branches in configure.ac, thread_pthread.c, signal.c, io.c and ext/socket, but no CI builds them. Check only that it builds, as the Cygwin workflow does.

Unauthenticated pulls of fedora:44 from Docker Hub hit the rate limit and failed the job while initializing the container. The other CI containers already come from ghcr.io/ruby.

Hiroshi SHIBATAandClaude Opus 5.5 4d7a2ef7ca CI: Build and test YJIT on mswin 
The Win64 code paths and LLP64 guards in YJIT are compiled only for mswin, so no other YJIT job notices a change that breaks them. --yjit-call-threshold=1 makes the btest cases for those guards run compiled.

MSVC 14.51 on the windows-11-vs2026-arm64 image miscompiles OpenSSL so that tls_parse_all_extensions returns into itself, and test workers die in the first TLS handshake of every test-all run. The image still has the 14.44 ARM64 toolset.

The PEB brings the first 8 KB of the environment block into a dump, and an x86 dump also had heap pages with copies of later variables. The token has only stayed out so far because of where it sorts, so drop it from the test processes, which never use it, and stop writing dumps once the tests are done.

A plain minidump has the stacks and registers but not the memory map, so it cannot tell whether a faulting read hit a guard page or unmapped memory. The dumps are listed in the log so that a "pid N killed" line can be matched with its dump without downloading the artifact.

The pattern that drops the compiler's vc140.pdb also matched vcruntime140-ruby410.pdb, the x86 ruby DLL's PDB, which has no arch prefix. The bundled gem extensions had their PDBs uploaded but not the binaries.

The kernel writes no core for the ad-hoc signed ruby on arm64, and a core would carry the whole dyld shared cache, about 7GB. In macos.yml, yjit-macos.yml and zjit-macos.yml, RUBY_ON_BUG now lets lldb save only the memory the crashed process has modified, a few MB. The crashdumps action collects the images and dSYMs listed in the dump, with an lldb command file that loads them.

A test process that crashes on the Ubuntu runners hands its core to systemd-coredump, which is thrown away with the runner. Write it into the workspace instead, and upload it with the executables and shared libraries it mapped so that gdb or lldb can read it elsewhere. LAUNCHABLE_TOKEN is cleared in the test step because a core holds the environment of the process.

Test workers on Windows 11-arm die without any report. With RUBY_DEBUG=wer, Windows Error Reporting writes a minidump for such a crash, and it is uploaded with the binaries and PDBs needed to read it. The runner images already turn off the WER UI.
