Russ Cox 019bed1d06 re2: make CI checks also PR checks 
Also incorporate BUILD updates from #584
and a few more checks to make Bazel work again.

Paul Wankadia e29afa1844 Make the Bazel CI workflow use the local Python environment. 
This is setting up to run mypy as per #496.
