Andrey Vasnetsov 65882ff24d Default to 2 shards per node in 3+ node clusters with few collections (#11255)
* Default to 2 shards per node while collections are fewer than nodes

Auto-sharded collections created in a cluster without an explicit shard
number get 2 shards per node while the cluster holds fewer collections
than nodes, and 1 per node otherwise. Spare shards let new nodes take
whole shards instead of resharding, which re-indexes the data. Clusters
with many collections keep the previous shard count.
