* Run Rust tests only for packages affected by a PR

A new select-packages job maps the files changed by a PR to the workspace
packages owning them plus their reverse dependencies, and the test matrix
builds and runs only those. Unowned files outside the known-irrelevant set
fall back to the full workspace; pushes to dev/master always run it.

* Derive package ownership from cargo metadata only

Drop the hand-maintained path lists: a stale ignore or extra-reader entry
silently skips tests. The root package now owns the directories of its
target sources, and any file without an owner selects the whole workspace.
