Reverted https://github.com/pytorch/pytorch/pull/164560 on behalf of https://github.com/georgehong due to We have signals breaking and hundreds of unmigrated internal call sites of torch.testing.assert_allclose. Not a mechanical rename either: the removed wrapper had different default tolerances and passed equal_nan=True, check_dtype=False, check_stride=False, so callers need a semantics-preserving migration first. Sorry about the churn, the team will need to discuss how to proceed with updating usage sites ([comment](https://github.com/pytorch/pytorch/pull/164560#issuecomment-5428263080))
