williampiat3 86317443d2 (fix) NNPACK PeachPy air gapped build (#188263) ...

Peachpy (a dependency of NNPACK, a dependency of  Pytorch) needs a PYTHON_SIX_SOURCE_DIR to avoid fetching python-six from the web.
This PR makes the build environment self contained for building pytorch with cuda backend
