Fixes #8477 The "Code generated by gotmpl. DO NOT MODIFY." header was making golangci-lint skip all the generated files entirely. Swapped it to "DO NOT MODIFY. Generated by gotmpl." so lint actually runs on them now. One side effect — gofumpt started treating these as regular Go files, which meant the copyright header had to come first or formatting checks would fail. Moved it to the top accordingly. With lint now running on these files, it flagged a bunch of things: C-style for loops that could be range-over-int (Go 1.22+), some import ordering issues, and minor formatting stuff. Fixed all of it.
