Consolidate channel variants and E2E runner setup, lifecycle, and observations. Retain transport-specific payloads, authorization, ordering, and diagnostics. Combine second-pass channel workb70f975fb1and E2E workef9ccba604, removing 779 net production lines without weakening assertions or test budgets. Final-head CI passed. All 16 previously unreproduced cases passed sequentially on both the published head and clean main, for 32 passing invocations.
