Jack Wright 25639896e0 Allow Custom Types to be used in type signatures (#19311)
## Description

Changes the way that custom types are exposed in order to allow them to
be used in type signatures. This also enabled them to be resolved
correctly in the LSP.

## User-facing changes (Release notes)

- Custom types can now be used within type signatures. For plugins,
custom types for all installed plugins can be use. They will resolve
appropriately in the Nushell LSP. The following example show how to set
the return type for a command

```
def f [v: semver]: semver -> semver { $v }                              │
def ls-df [ ]: nothing -> polars_dataframe {
  ls | polars into-df
}
```
