This adds a dedicated page about promotion rules.

* Try clarifying the promotion figure a bit more and maybe fix doc warnings/errors

* DOC: adjustments to promotion rule documentation

* Small edits

* Address Martens review comments

* Also adopt a suggestion by Matt (slightly rephrasing anothe part)

* Address/adopt Martens review comments
