The old references were no longer in this repo, and were being
resolved as links to the scikit-image docs. This replaces them
with an internal link which provides similar information.
See #32663 for more context.
At the August 12, 2026 community meeting, the decision was made to increase the limit on open non-draft PRs for non-maintainers from one to two. This PR updates the contributor documentation to reflect the decision.
The commit message prefix table (BUG, ENH, DOC, etc.) is well
documented, but there is no mention that PR titles should follow
the same convention. In practice this is required by the automated
label mapping in .github/pr-prefix-labeler.yml. Add a short note
in the "Asking for your changes to be merged" section so
contributors know up front.
This adds "MNT:" as an alternate spelling of "MAINT" and
synchronizes the documentation with the labeler. Because,
why not, and Nathan uses it :)

Also clean up some outdated info on the CI setup and wheel builds.
This is a very straightforward PR, and already pre-discussed in the
community meeting 2 weeks ago. This change does not yet fix the more
structural issues with this developer guide, like it being quite hard to
navigate. Next step is to update all the doc build info, and after
that the devguide requires more surgery.
[skip azp] [skip actions] [skip cirrus]
GitHub has had builtin support for this for quite a while now, via
`skip actions`. So we no longer need this. It's left only in the one
Meson job; that line is already taken care of in gh-23165.

This contains various RST reformatting.
One, moving `(C)` one line up, is specific to a bug in tree-sitter-rst
that mis parses this section. Another is adding one black line for a
similar reason where `..` is seen as section underline by
tree-sitter-rst.
This is some shuffling of section underline: try to be consitant,
`=`, then `-`, then `~`, with this refactor there is also no more
section that use backticks as underline.
Note in particular that non-consitency of underline lead to a problem in
datetime64 section where "weekmasks" (underlined with `-`) were actually
a level-4 heading instead of a level 2 or 3 I guess, and thus were
nested under the `busday_count()` section.
You'll note also 2 formulas that are under double-quotes as they are not
references.
This is a follow-up to gh-18333.
Self-test: docs get built on CircleCI, so let's skip the other
platforms:

Make the instructions easy to see and hard to delete unread.
Moves some text to new sections in dev/development_workflow.rst.
The dashes above and below the heading, which
in monospace seem too long, fit it
well in Chromium browsers and reasonably in Firefox.
Fixed links for branch delete and graph visualizer.
Updated instructions for branch delete (git since 1.7.0 (Sept 2010)
has allowed --delete sted ':').
'Learn git' link pointed to Bitbucket instructions; replaced with GitHub
instructions.
Minor rewording in 'Pushing changes to the main repo'.
This is NOT a review of the page, only some fixes.
Name all categories as singular (or adjectives). Also move the fragments
into an ``upcoming_changes`` folder to be more discoverable.
Notes that we format some things as bullet points traditionally (right now
towncrier only truly supports bullet point format, but I have a PR to fix
that).
