This allows user to opt-out from using the monkey-patchable CJS loader,

Antoine du Hamel d1ef6aa2db esm: use import attributes instead of import assertions 
The old import assertions proposal has been
renamed to "import attributes" with the follwing major changes:

1. The keyword is now `with` instead of `assert`.
2. Unknown assertions cause an error rather than being ignored,

This commit updates the documentation to encourage folks to use the new
syntax, and add aliases for module customization hooks.

Izaak Schroeder 6ad8318373 esm: add initialize hook, integrate with register 
Follows @giltayar's proposed API:

> `register` can pass any data it wants to the loader, which will be
passed to the exported `initialize` function of the loader.
Additionally, if the user of `register` wants to communicate with the
loader, it can just create a `MessageChannel` and pass the port to the
loader as data.

The `register` API is now:

```ts
interface Options {
  parentUrl?: string;
  data?: any;
  transferList?: any[];
}

function register(loader: string, parentUrl?: string): any;
function register(loader: string, options?: Options): any;
```

This API is backwards compatible with the old one (new arguments are
optional and at the end) and allows for passing data into the new
`initialize` hook. If this hook returns data it is passed back to
`register`:

```ts
function initialize(data: any): Promise<any>;
```

**NOTE**: Currently there is no mechanism for a loader to exchange
ownership of something back to the caller.

Node.js ESM Loader hooks now support multiple custom loaders, and
composition is achieved via "chaining": `foo-loader` calls `bar-loader`
calls `qux-loader` (a custom loader _must_ now signal a short circuit

The `node:test` module, which was initially introduced in Node.js
v18.0.0, is now available with all the changes done to it up to Node.js
v18.7.0.

To better align Node.js' experimental implementation of the Web Crypto
API with other runtimes, several changes were made:
* Support for CFRG curves was added, with the `'Ed25519'`, `'Ed448'`,
  `'X25519'`, and `'X448'` algorithms.
* The proprietary `'NODE-DSA'`, `'NODE-DH'`, `'NODE-SCRYPT'`,
  `'NODE-ED25519'`, `'NODE-ED448'`, `'NODE-X25519'`, and `'NODE-X448'`
  algorithms were removed.
* The proprietary `'node.keyObject'` import/export format was removed.

Antoine du Hamel 6afd3fcf65 doc: add node: prefix for all core modules 
Some core modules can be loaded with or without the `node:` prefix.
Using the prefix disambiguates which specifiers refer to core modules.

This commit updates the docs to use the prefix everywhere a core module
is referenced.

foxxyz 6fdd5827f0 doc: anchor link parity between markdown and html-generated docs 
Main changes:

- Replace current HTML anchor generation to match
  header anchor generation in Github markdown.
- Remove unnecessary double namespacing on generated anchors/links (E.G.
  `esm.md#loaders` instead of `esm.md#esm_loaders`).
- Anchors/links are automatically prefixed with their respective modules
  when concatenated for usage in `all.html`.

Benefits:

- All anchor links within and between markdown API docs actually work.
- Adding new anchor links no longer requires contributors to generate
  the HTML docs first to look up the correct anchors.
- Anchors are much shorter.
- All previous anchor links are preserved by generating hidden legacy
  anchors.

James M Snell 8ff2501a04 module: add isPreloading indicator 
Adds a `module.isPreloading` property that is `true` only during the
preload (`-r`) phase of Node.js bootstrap. This provides modules an
easy, non-hacky way of knowing if they are being loaded during preload.
