Chengzhong Wu 51a57f2b36 perf_hooks: move non-standard performance properties to perf_hooks
`performance.eventLoopUtilization` and `performance.timerify` are not
part of the Web API. Expose these two functions directly on the
`perf_hooks` module.

legendecas 364c0e196c perf_hooks: fix webperf idlharness
1. Enforce receiver checks on IDL interfaces.
2. Avoid prototype manipulation on constructing IDL interfaces with
   `ReflectConstruct`.
3. `defineReplaceableAttribute` should create IDL getter/setter.
4. Corrected `PerformanceResourceTiming` to inherit the public interface
`PerformanceEntry` instead of the internal interface
   `InternalPerformanceResourceTiming`.
5. `detail` is not a specified attribute on `PerfomanceEntry`. Node.js
specific extensions are moved to a subclass of `PerformanceEntry` as
   `PerformanceNodeEntry`.

Rich Trott 660265e108 test: move test-worker-eventlooputil to sequential
The test is not nearly as unreliable as it used to be but we're still
seeing failures around the timing checks that will definitely be
affected by other tests running in other processes. So move it to
sequential.
