test_runner: add mock call assertions to t.assert
Add t.assert.called(), t.assert.callCount(), t.assert.nthCalledWith()
and t.assert.lastCalledWith() for asserting on mock function calls.

assert: move CallTracker to EOL
The `assert.CallTracker` API has been deprecateed since v20. The
`node:test` `mock.fn` API provides a better alternative for the
functionality.

test_runner: add t.assert.fileSnapshot()
This commit adds a t.assert.fileSnapshot() API to the test runner.
This is similar to how snapshot tests work in core, as well as
userland options such as toMatchFileSnapshot().

test_runner: fix t.assert methods
The node:assert module contains several top level APIs that do
not make sense to expose as methods on t.assert. Examples include
AssertionError and CallTracker. This commit removes such APIs from
t.assert.
