tools: capitalize sentences
This adds the `capitalized-comments` eslint rule to verify that
actual sentences use capital letters as starting letters. It ignores
special words and all lines below 62 characters.

tls: drop NPN (next protocol negotiation) support
NPN has been superseded by ALPN. Chrome and Firefox removed support for
NPN in 2016 and 2017 respectively to no ill effect.

https: make opts optional & immutable when create
`opts` in `createServer` will be immutable that won't change origional
opts value. What's more, it's optional which can make `requestListener`
be the first argument.
