Filip Skokan 21cfb2a4ad build: remove the bundled FIPS provider build 
--openssl-is-fips with bundled OpenSSL never worked: the
openssl-fipsmodule target had no dependency edge, so fipsinstall's
input was produced by nothing. Repairing it would not help, since a
FIPS provider built out of tree has no validation status.

Remove the machinery and restrict --openssl-is-fips to --shared-openssl.

Filip Skokan 34e3b90621 build: require OpenSSL 3 or later 
configure now fails when --shared-openssl points at OpenSSL 1.x rather
than failing later at compile or link time. The check skips BoringSSL,
whose version macros claim 1.1.1.

Stop setting the OpenSSL 1.1 API compatibility level for bundled builds.
ncrypto selects the supported API level directly.

Update the assembler capability check, shared-library test matrix,
package fallbacks, and internal version-number typing for the new
baseline.

Joyee Cheung 88ec31414c Revert "deps,lib,tools: remove jitless and lite modes" 
Newer version of V8 no longer supports
--allow-overwriting-for-next-flag and there's no way to
override the preset flag now. Revert the commit to allow
users to opt-in into the flags if still necessary.

Jamie Magee 3b8d6c4226 doc: note GCC >= 14 requirement for native riscv64 builds 
V8's deps/v8/src/base/cpu.cc unconditionally includes <riscv_vector.h>
and uses __attribute__((target("arch=+v"))) for runtime RVV detection
when V8_HOST_ARCH_RISCV64 is defined (native builds only). GCC 13 does
not support the RISC-V target attribute and its riscv_vector.h cannot
be included without -march=rv64gcv, so native riscv64 builds require
GCC >= 14 or Clang >= 19.

Add a footnote to the riscv64 row in the platform list table to
document this. Cross-compilation from x64 is not affected.

Xavier Stouder 9fc6b64c12 doc: test and test-only targets do not run linter

Joyee Cheung 1a345922e4 doc: add a tip about developer mode on Windows 
On Windows, creating symlinks requires Developer Mode to be
enabled or running the command as Administrator. Tests that
rely on creating symlinks may fail with EPERM errors if
symlink creation is not permitted. Add a tip about this
for the docs about running tests on Windows.
