Add sample/38-webhooks, the application of the webhooks tutorial
(https://docs.nestjs.com/http/webhooks): an online store's order API,
on PostgreSQL through Drizzle, that sends signed order.shipped and
order.cancelled webhooks to its partners through the outbox, and
verifies its payment provider's and carrier's webhooks on the raw
body, processing each one once. partner-service/ is a partner's
receiver, and scripts/send-webhook.ts signs the providers' requests.

The sample holds the code the tutorial's "Try it" section runs, with
PostgreSQL in Docker: docker-compose.yml creates the store database.
The order routes and DTOs, which the page doesn't list, are written
for the sample. The page's Zod, TypeORM and MySQL variants and its
tests are left out.
