chore(ci): skip debuginfo in release-plz builds

The all-features debug build in release-plz keeps getting its rustc
SIGKILLed (out of memory), so pushes to main stop updating the release
PR. The release PR for 2026.9.13 missed the #13567 e2e fix this way.
release-plz only uses these builds to run tasks, so drop debuginfo.
