zhuwenxing e6aff936b7 test: expand CDC API contract and boundary coverage (#54721)
CDC tests miss several mutation and control APIs, and some existing
checks can pass after a failed read or by inspecting only the primary.
This change verifies replicated state, intentionally local operations,
and rejected requests against their respective contracts.

- Cover schema/function mutations, partial updates, truncate, RBAC,
resource groups, import commit/abort, snapshot/refresh boundaries, and
unsupported RPCs with state and subsequent-write checks.
- Strengthen existing load/release, index, alias, partition, permission,
and switchover assertions. Mark cases that require a CDC topology as L3.
- Use MilvusClient for supported SDK operations and remove
MilvusSys/global ORM setup from CDC paths. Retain authenticated protocol
coverage where public SDK wrappers are unavailable. Document
configuration requirements and the explicit instance-name option for
stability tests.

Validation:
- 72 selected cases passed across focused runs against Milvus commit
`7abbd0c5f7f` with PyMilvus `3.1.0rc98`; this is an aggregate, not a
full-suite run.
- 11 cases passed with ORM connections and MilvusSys initialization
forbidden. The corrected local restore/refresh boundaries and separate
secondary-refresh rejection case also passed.
- Ruff checks and formatting passed. After rebasing onto master, L3
collection selected 106 of 171 CDC cases.
- No new Milvus restarts or panic signatures were observed in the
focused verification windows.

Long-duration stability workloads were not rerun; their connection
initialization was checked separately. Recurring Jenkins selection is
not verified. Setup and execution details are documented in
`tests/python_client/cdc/README.md`.
