congqixia ef57eb4c54 fix: Restore V3 column splits during recovery (#54651 )

V3 catalog reloads can omit binlog arrays while retaining logical column
groups in Statistics. Legacy migration copies those statistics, but the
growing-pack writer ignores them and samples a new split. A changed
layout or writer format can then conflict with the committed manifest.

Restore logical group IDs and membership from Statistics and recover
physical ordering and formats from the referenced manifest. Keep
complete SegmentView layouts as the first choice and preserve transient
read failures for retry.

Add native regression coverage for metadata reload and continued writes,
invalid metadata, and manifest read failures. Document the branch
analysis and validation limits.

Validation: targeted master recovery and continuation tests pass, as do
the complete MetaCache and storagecommon package tests. Go tests use the
dynamic,test tags with optimizations disabled.

Milvus contributor engineering guides

This directory contains current contributor-facing engineering rules and local development procedures.

The former docs/developer_guides/ tree was an early Milvus 2.0 architecture manual, not an alternate name for this directory. It is retained under docs/archive/milvus-2.0/ for historical context.
