## Description Consolidates the WinUI API specifications into a single canonical location under `docs/api-specs`. Previously, API specifications and related process documentation were split between the root-level `specs` directory and `docs/api-specs`. This PR moves the contents of `specs` into `docs/api-specs` and removes the old root-level directory. ## Changes - Moved API specifications and their supporting images/resources from `specs` to `docs/api-specs`. - Preserved the existing directory structure. - Consolidated duplicate files between the two locations. - Retained the newer `SplitMenuFlyoutItem` specification. - Retained the public-facing API review process document. - Moved `api_spec_template.md` into `docs/api-specs`. - Updated API review documentation to identify `docs/api-specs` as the canonical location. - Updated contributor and feature proposal documentation that referenced the former spec repository or folder. ## Validation - Confirmed that the root-level `specs` directory is removed. - Confirmed that all specification files are present under `docs/api-specs`. - Checked Markdown references affected by the move. - Confirmed that the additional directory depth did not introduce broken relative links. --------- Co-authored-by: Sakshi Sharma <sakshishar@microsoft.com> Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com> Copilot-Session: dd7e56d4-9718-4323-90ec-d7d4d2a21990
