TableView: fix build after merging telemetry/TiP with source-reclaim rerank

#12120 added a TiP generation argument to SyncTableViewSourceSort; the
RerankCustomSortAfterReclaim call added by #12248 still passed two arguments
(C2660). The rerank is control-driven, so it carries no TiP operation (0).
