PassBuilder uses the PipelineTuningOptions' context, else the TargetMachine's, else null, for which LibraryOptionsContext::get<T> returns T::Global. A caller that sets neither, such as llvm-reduce, silently gets the global values. Take the LLVMContext whose library options the pipelines read as the first constructor parameter instead, as StandardInstrumentations does, and remove PipelineTuningOptions::LibraryOptions.
